This is the final edition of SCALE-UP In Action, the quarterly e-Newsletter of the EU-funded SCALE-UP Innovation Action, which has consistently shared updates on the project's progress and key activities. Thank you for reading and for following the SCALE-UP journey over the past four years!
Four Years of Upscaling Greener, Inclusive Urban Mobility – The SCALE-UP Legacy
Over the course of the past 48 months, the SCALE-UP project has addressed the challenge of making urban mobility greener and more inclusive, focusing on three Urban Nodes - Antwerp (Belgium), Madrid (Spain), and Turku (Finland) - where 28 urban mobility measures were implemented.
SCALE-UP has engaged seven Fellow Cities, including Belgrade (Serbia), Chernivtsi (Ukraine), Ljubljana (Slovenia), Lviv (Ukraine), Netwerkstad Twente (the Netherlands), Riga (Latvia) and Turin (Italy). SCALE-UP & MOVE21 Close with Key Achievements for Mobility in Europe
From 1 to 2 April 2025, SCALE-UP and its sister project, MOVE21, held their Joint Final Event under “Next Steps Towards Cities as Green and Connected Nodes for Urban Mobility” in Brussels, Belgium.
Day 1 focused on the complex layers of urban mobility governance, translating political goals into real-world implementation, and developing various types of mobility hubs. Day 2 featured technical presentations and discussions highlighting the main results from both projects.
In total, the event gathered more than 158 participants, hosted 14 sessions, and welcomed 60 speakers, ensuring broad dissemination and strong attention to the impactful outcomes of both projects. Read the full article and explore the event proceedings and photo gallery available.
Discover SCALE-UP’s Urban Nodes Measures Through Three New Project Videos
Three engaging videos have been produced to showcase the 28 innovative urban mobility measures implemented across the three Urban Nodes.
Highlights include innovations in cycling infrastructure and the development of a freight route planner in the City of Antwerp; the expansion of the BiciMAD bike-sharing system and the city’s pedestrianisation plan in the City of Madrid; and a mobility profile test for residents alongside free regional bus cards available at the library in the City of Turku.
Sustainable Mobility through EU Cooperation
In the City of Turku, SCALE-UP has brought tangible improvements to urban mobility.
Through 10 user-centric actions, the project has introduced a range of services and initiatives that make sustainable travel easier and more visible in residents’ daily lives.

Rimini to Host Velo-city 2026 Rimini (Italy): 16-19 June
The European Cyclists’ Federation (ECF) is delighted to announce that the City of Rimini has won the bid to host the 2026 edition of the prestigious Velo-city conference. Marking its return to Italy for the first time since 1991, ECF selected Rimini in recognition of its remarkable transformation from a car-oriented city to one that is sustainable, liveable, and healthy for all.
The conference is scheduled to take place from 16 to 19 June 2026.
Cities Forum 2025 – Registration is now open!
Cities Forum 2025, jointly organised by the European Commission (DG REGIO) and the European Urban Initiative (EUI), is now open for registration. This high-level event offers a unique platform for dialogue on the EU’s urban policy agenda, bringing together decision-makers, city representatives, and experts from across Europe.
Attendance is free, but registration is mandatory.
